Strategic PM4 development in Al Dhafra marks a new chapter in advanced manufacturing

M.A.H.Y. Khoory Group, one of the longest-established diversified groups in the UAE and the region, has announced plans to develop PM4, a paper manufacturing project incorporating the latest global technologies, at the Al Dhafra plant of Union Paper Mills (UPM), the Group’s operational and manufacturing arm, in the Al Dhafra area of Abu Dhabi.
The investment, exceeding AED 1bn, reflects the Group’s longstanding commitment to expanding its production capabilities and supporting the growth of the industrial sector as a vital contributor to the national economy.
The project aligns with the UAE’s Operation 300bn industrial strategy and ‘Make it in the Emirates’ initiative, supporting the nation’s drive towards advanced manufacturing, economic diversification and global industrial competitiveness.
Capacity expansion
More than capacity expansion, PM4 represents a strategic transformation of the Group’s manufacturing capabilities. Integrating advanced technologies, the project will enhance production capabilities and operational efficiency while enabling Union Paper Mills to diversify into higher-value products, including premium containerboard grades and specialised paper for gypsum plasterboard applications.
“PM4 marks a defining chapter in our industrial journey. This is not simply an expansion; it is a bold investment in the future of our business, designed to redefine our manufacturing capabilities and strengthen our competitive position for decades to come,” stated Salahaldin Sharafi, Chairman of Board-M.A.H.Y. Khoory &Co.
“This milestone reflects our conviction that long-term success is built through decisive investment, continuous innovation and the ambition to lead rather than follow,” remarked AbdelRhman Obaid, Group CEO of M.A.H.Y. Khoory & Co.
